FAIR PLAY: DoPT wants quick comments on whether the selection of plum foreign posts is transparent

ARE procedures adopted for selection to captive posts in international organizations like IMF, World Bank, ADB etc. and foreign government of India posts like PMI and WTO Geneva, transparent? This forms one of 20 questions of a detailed questionnaire sent out by the Establishment Officer’s wing of the DoPT recently to state governments and Central government ministries and departments as a part of the government’s introspection on officers’ postings.
In fact, the selection process of some of the plum foreign posts earmarked for government officers was questioned earlier, as there have always been huge a competition to get such posting for which occasional political interferences are also witnessed. Significantly, the questionnaire also includes a few other frank queries like whether the approval of the minister-in-charge on the recommendations of the Civil Services Board usually takes a lot of time resulting in delays, or whether the selection under the Central Staffing Scheme is done in an impartial and transparent manner.
The secretaries of the personnel departments of all the state governments and secretaries of all the ministries or departments of the Government of India are expected to take out “5 to 7 minutes” of their busy schedule to answer the questions by April 12, 2010. Suggestions are also sought on how to deal with the complaints received immediately before, or after finalization of selection process for a post as these complaints often delay the processing of the ACC proposals.
The questions also touch upon missing ACRs of the officers and the development of a software for processing of nominations for foreign training.

  2. Most things in the government are done behind the iron curtain. Nothing is transparent in the functioning of government including the foreign postings. The righteous men (including women) are just sidelined, cronies and sycophants are posted to man position of prestige and power and posts like that. The officers from Scheduled Castes, Scheduled Tribes, OBC’s and minorities are hardly being considered for such assignments in the Central Government despite having knowledge and capabilities of handling such assignments.

    DOPT itself is bastion of upper caste bureaucrats who do not see eye to eye with the officers of OBC, SC, STs and minorities. There is no empanelment of sufficient officers from these categories and hence no wide exposure to them on the foreign training and foreign assignments etc. is available and possible. This questionnaire is a mere formality to draw indifferent inferences to provide evidentiary support to the ill deeds already done.

    When the need of introspection arises? If I have to respond to it, I would say that it arises when you have eaten away the rights of others. For thousands of years, these so called highly placed people of upper castes in this country have eaten away the rights of other and have made them to survive on crumb and carrions and now their inner consciences has arisen and exhorting them to do introspect. Shame on them…

    Where is the need to send IPS Officer, who is a witness in Babri case on foreign assignment?. This is only to grease her palm by the political adversaries who are in power to keep her in good humor so that she does not back track from the statement. The adversaries against whom she had testified, when come to power would again grease her palm with another plum posting to deny whatever she had said. Where the buck stops?.

    Good number of IAS, IPS and IFS who are failure in their own cadres are manning the deputation posts in the Central Government. There number is swelling with each passing year. The unprofessional IPS officers and responsible for incidents like Dantewada Naxal attack killing almost a full company of CRPF. It is they who are heading that force for ages and its they who are responsible for its training, welfare and morale. Hue and cry was made for resignation of the then Home Minister Mr. Patil when Delhi was attacked. Will the present Home Minister resign now? No ways, he is such is Fevicol that will remain stick to the power and Chair till his last breath.

    The selection under the Central Staffing Scheme is never done in an impartial and transparent manner. Selection under Central Staffing is at the mercy of connection, personal acquaintances and capacity to put pressure. No merit is involved and how can a biased individual judge the merit of other against whom he has developed those biases. What to talk of Central services, the officers of SC,ST, OBCs and minorities are not picked up for deputation even from ALL India services.

    A step should be taken by the Government to combine all posts of Secretaries and equivalent and additional Secretaries and equivalent and representation should be provided to the eligible officers from these categories having good service records and have worked at Joint Secretary level for atleast 3 years. Once selected as Additional Secretary and Secretary, they should be allowed to work for 5 years.

    First lesson of Democracy is yet to be learnt by the Indian Bureaucracy which is still feudal, caste ridden, upper caste hegemony especially having mind set to annihilate depressed, minorities and OBCs. This mind set has to change if India intends to become a power in the world. Everyone living on this land has to have the feeling that it belongs to them. When that fraternal spirit would be created?
