Question Time: DoPT prepares questionnaire to frame future RTI strategy

THE department of personnel and training (DoPT) has begun the process of formulating a new strategy for better delivery of Right To Information (RTI) for which it has sent a detailed questionnaire to all Central government ministries and state governments. It’s a part of the government’s decision that all ministries and departments need to prepare a strategy plan for the next few years under the Performance Monitoring and Evaluation System (PMES).
The questionnaire which contains eight questions, cover some aspects whether practical regime of right to Information has been fully met, and whether access to information is adequate or not. It also touches upon issues like transparency and accountability, lack of training of PlOs and FAAs and lack of infrastructure in public authorities etc.

Half of CVC-indicted officer in Jan series are from Railways and MCDS
Every second officer against whom Central Vigilance Commission (CVC) recommended major penalty proceeding in January is either from the ministry of railways or from the Municipal Corporation of Delhi (MCD), according to the latest data released by CVC on Thursday.
In January, CVC disposed of 541 cases out of which major penalty proceedings were recommended against 135 officers including 33 from ministry of railways, 30 from MCD, 25 from public sector banks, six each from the ministry of labour and department of defence production. The other officers include five each from New India Assurance Co Ltd and Bharat Sanchar Nigam Limited (BSNL), four each from Central Coalfields Ltd. and Department of Science & Technology, three from department of health, two each from Central Board of Excise & Customs and Air India.

Action and Appointments
a) LT Gen Bikram Singh is the new GOC-in-C of the Eastern Command, Kolkata. An alumnus of the National Defence Academy, he was commissioned into the Sikh Light Infantry Regiment in 1972. He is a Post Graduate from the Defence Services Staff College, Wellington, and has done higher command course at Mhow and US Army War College, Pennsylvania USA.
He is married to Mrs Bubbles Singh who as the president, family welfare organisation, 15 Corps, has been actively involved in the initiation and implementation of number of projects for families of soldiers.
b) Air Marshal Arup Raha has taken over as Senior Air Staff Officer, Western Air Command, New Delhi. An alumnus of National Defence Academy, Khadakvasla, he was commissioned into the fighter stream of the Indian Air Force on December 14, 1974. Air Marshal Raha has approximately 3400 hours of flying to his credit. Air Marshal Raha was awarded the Vayu Sena Medal in 1995 and Ati Vishisht Seva Medal in 2009.
c) Dr Justice Aftab Hussain Saikia, Chief Justice of the Sikkim High Court, has been transferred as Chief Justice of the Jammu and Kashmir High Court.
d) Justice Barin Ghosh, Chief Justice of the Jammu and Kashmir High Court, has been transferred as Chief Justice of the Sikkim High Court.
