I am a Central Secretariat Service Officer working as Under Secretary(Senior time scale level) with effect from 20.8.1999. It is not only frustrating but disgusting to see that officers of other Group A Service who joined after 1999 as Junior Time Scale have been promoted to the level of Deputy Secretary whereas we do not know how long it will take to get the promotion as Deputy Secretary. It is really pathetic condition of CSS Officers.
