transfer and posting has been transformed into a “veritable tool to reward the pliable, and in the process proliferate corruption”.
He has questioned indiscriminate illegal promotions, bringing juniors on a par with seniors which often results in a situation where the officers who are ineligible are “willing to render everything, right from money to self-respect”, to grab key posts.
The article very subtly has also demonstrated how CBI has taken softer positions for the ministers in the same departments for which the agency booked the secretaries. The IAS officers at large are uncomfortable by the fact that their colleagues were summoned to the CBI office whereas ministers were interrogated in their own chambers.
By elaborating various business rules, Md. Shafiquzzaman has also argued how decision making authority rests with the ministers. The IAS officers who have helped the minister in taking any malafide decisions could at best be an abetter of the offence and not the perpetrator, he argues in the article.

a) Arun Jha, a 1981 batch IAS officer currently working as Chief Vigilance Officer, BHEL, has been appointed as additional secretary in the department of administration reforms and public grievances.
b) Ashish Bahuguna, a 1978 batch Rajasthan cadre IAS and secretary in the department of agriculture and cooperation, will hold additional charge of the post of secretary in the ministry of food processing industries from July 2, 2012 to July 8, 2012 during the absence on leave of Rakesh Kacker, a 1977 batch Tamil Nadu cadre IAS.
