Armed forces officers, civil servants to interact on vital security issues

MID-CAREER armed forces personnel and civil services officers will have a series of interactions this financial year on a range of subjects that include security of vital installations, Maoists’ challenges, maritime terror and piracy just to name a few. It’s often alleged that bureaucrats who help political leaders framing policies and those in defence establishment don’t interact much impacting long-term security-related policies. Will this culture begin to change? Here is the calendar of this year’s interactions with venues, topics and dates:
23-24 August 2012: On coastal and hinterland security, Ahmedabad
11-13 September 2012: Maritime terrorism and piracy, Mumbai
3-4 September 2012: Drug trafficking at National Academy of Customs, Excise and Narcotics, Faridabad
10-11 October 2012: Infrastructure development near border, Bareilly, UP.
6-8 November 2012: Internal Security dimension-Maoist challenges and possible solution, Secunderabad.
20-21 November 2012: Perception management to tackle insurgency, Naqrota in Jammu.
10-12 December 2012: Cyber crime and security, Vadodara
19-20 December 2012: Security of vital installations, Jaipur
7-9 January 2013: Synergise functioning to meet future challenges to national security, Mhow near Indore.
18-19 February 2013: Infrastructure development in border areas, Hyderabad.

Action and Appointments
a) Dr Ashima Jain, a 2008 batch Bihar cadre IAS, has been granted inter-cadre deputation from Bihar cadre to AGMUT cadre (Delhi segment) for a period of three years.
b) Ashok Kumar Jain, a 1983 batch Andhra Pradesh cadre IFS, has been appointed as adviser in Planning Commission at a joint secretary level.
c) Anil Shrivastava, a 1985 batch MP cadre IAS who is Joint Director General in DGCA, has been appointed as a joint secretary in the ministry of civil aviation.

  1. Appreciable initiative..Civil servants are generalist officers, however security is not not generalistic in nature. This regular interaction will help Civil Servants to acquaint themselves with nitty-gritty of security.

  2. IAS officers work in various departments and domains of governance, public sector industry, etc. that they at best they are generalists. I strongly believe the IAS and IPS cadres should be ended, since it has failed miserably and have not served its usefulness, and the role of central government has to be decentralised, resulting in more of a federalist structure. The IAS and IPS cadres have feathered their nests very well and that is obvious. Look at Manmohan Singh. As Chief Economic Adviser to PM Indira Ghandi's Finance Ministry, he was a YES MAN like most IAS/IPS bureaucrats. We need a new breed of bureaucrats, where their authority does not become part of their ego and who care proper governance, and not throw their weight around. I have met ICS officers and definitely they did a better job.
