Will Arun Mishra be appointed as full-time DGCA? 3 scenarios here

WILL Arun Mishra, a 1986 batch West Bengal cadre IAS, be the new full-time Director General of Civil Aviation (DGCA) after EK Bharat Bhushan’s unceremonious exit raised several questions and embarrassed the government? Or, will Prashant Sukul, Indian Defence Accounts Service (IDAS) officer who has been given DGCA’s mandate temporarily, be the final choice? Sukul is currently a joint secretary in civil aviation ministry. Here are three scenarios:
The ACC order of July 2 giving Bhushan an extension with retrospective effect from December 1, 2011 made some serious and unusual observations on the need to have a full-time DGCA. The July 2 order said: “The Appointments Committee of the Cabinet has observed that the appointment of a regular person to the post of DG, Civil Aviation has been held up for too long a period of time and that this post should be filled up without loss of any further time”.
That means the ACC headed by Prime Minister felt there was an urgent need to find a permanent DG of Civil Aviation. Here are the three possibilities which Pulokaseth (Pulok Chatterji and AK Seth) may consider:
a) Arun Mishra, whose name has already been lying with PMO, be finally considered.
b) The government may allow Prashant Sukul to continue as DGCA. Remember, when EK Bharat Bhushan was appointed as DGCA, it was believed to be an adoc arrangement, but he had continued.
c) The third option for the government is to get a fresh candidate altogether. But the government has limited choice. The civil aviation expertise is a must to handle the regulator’s job. “Why not getting Air India CMD Rohit Nandan for the job?” a few insiders are asking.
According to reports, civil aviation ministry sent the name of Mishra, currently working as Representative of India on the Council of International Civil Aviation Organisation (ICAO) in Montreal, Canada, for the appointment as DGCA. Mishra’s three-year-long term in Canada ends this month. Mishra who is an MBA from UK was a director in cabinet secretariat between 2004 and 2007, and joint secretary in civil aviation during 2007-2009 before moving to Canada to take up the ICAO assignment.
