Comply Govt Guidelines, Take Incentives |
The DPE often issues guidelines and policies to the government-run companies which are by and large autonomous. But the department will now have a better say as compliance of DPE policies and guidelines, for which some weightage is being assigned, is likely to be a new parameter in the changed MoU. Some of the new areas for compliance by CPSEs will include issuing of bonus shares, reservation for SC, ST and OBC in appointment, implementation of 2007 pay revision scheme and switching over from CDA to IDA pattern of pay scales among others.
The changes will come into effect after the Cabinet gives its nod. Significantly, cabinet secretariat during the last few years made attempts to have a similar incentive mechanism for government ministries and departments too. But it has failed to build a consensus to pay more money to performing bureaucrats.
Mathew as security analyst
Dr Thomas Mathew, a 1983 batch Kerala cadre IAS, has been appointed as joint secretary in the President’s Secretariat. The ACC has directed DEA to relieve Mathew “immediately”. Mathew has a PhD in security relations and published a number of papers including on defence offset policy, India-US relations under Obama, FDI in defence and another called, “Mighty Dragon In the Sea”.
Story behind Dr Mrinalini’s cadre change
The Central government has approved inter-cadre deputation of Dr Mrinalini Darswal, a 2002 batch Odisha cadre IAS from Odisha cadre to AGMUT cadre for appointment as Director in New Delhi Municipal Corporation (NDMC). A few months ago, a few lawyers had verbal arguments with Ms Darswal over hike in land registration fee. It was also alleged that the IAS officer, who was then collector of Sambalpur, was confined in a bus for quite sometime and was even threatened to be taken away to an unknown place. IAS officers in the state appealed to the CM for punishing the culprits.
