Jasvinder Singh Rana: Ex-IAS hired by Congress to take on Narendra Modi

FOR the last decade, Jasvinder Singh Rana, a 1975 batch Gujarat cadre IAS officer, has been the news-maker on several occasions. As Gujarat State Road Transport Corporation’s MD 10 years ago, he did not oblige chief minister Narendra Modi’s request to provide free-of-cost state transport buses for Modi’s Gaurav Yatra. not been hired by opposition Congress party to run a virtual campaign for the upcoming Gujarat Assembly polls. Rana who had started a programme called “Power2Gujarat” was hired by the Congress to present the “real picture” of Narendra Modi-ruled Gujarat. According to reports, crucial data pertaining to the poll strategy was wiped out of his computers.
Rana first hogged the limelight in national media in 2002 when he, as managing director of Gujarat State Road Transport Corporation (GSRTC), did not oblige chief minister Narendra Modi’s request to provide free of cost state transport buses for the Gaurav Yatra, a part of BJP’s campaign for then assembly polls.
But Modi did not take the IAS officer’s actions kindly. When Rana was refused promotion as additional chief secretary (ACS) in 2008 while his junior AK Joti, who is now the state chief secretary, was promoted, many believed it was because of his anti-Modi stand. Rana then applied for voluntary retirement but the government of Gujarat refused to leave him either, citing pending inquiries against him. Rana finally approached CAT which in 2011 validated his stand and asked the government to give him all post-retirement benefits equivalent to an additional chief secretary-ranked officer.

Action and Appointments

a) R Bhattacharya, a 1978 batch Andhra Pradesh cadre IAS, presently special secretary and financial adviser in Department of Electronics and Information Technology, has been appointed as secretary, Department of School Education and Literacy under ministry of human resource development in place of Ms Anshu Vaish, a 1975 batch Madhya Pradesh cadre IAS who is retiring on September 30, 2012.
b) The government has approved the extension of contract appointment of Alok Perti, a 1977 batch retired IAS officer as Adviser coal ministry for two more months with effect from October 10, 2012. Perti retired as coal secretary in May this year, but he was retained in the ministry on an advisory capacity in the backdrop of the CAG report on coal allocation.
c) RH Khwaja, a 1976 batch Andhra Pradesh cadre IAS and newly appointed secretary of mines will hold additional charge of the post of secretary, tourism, till Parvez Dewan, 1977 batch Jammu and Kashmir IAS, takes charge as tourism secretary.

The Central government has transferred Ms Ranjana, a 2010 batch Tamil Nadu cadre IAS from Tamil Nadu cadre to Uttarakhand cadre on the ground of marriage to Ram Chandra Rajguru, a 2009 batch Uttarakhand cadre IFS.
