Vacancy in Manila: Indian officer wanted for a senior adviser's post in ADB

THE government is looking for a suitable joint secretary level officer to fill up the post of senior adviser to Executive Director, Asian Development Bank, Manila. The post which comes under the department of economic affairs, fell vacant on August 5, 2012. The selected officer will assist India’s ED to ADB Dr Ashok K Lahiri whose term was recently extended for a period of one more year beyond June 30, 2012. Here are the mandatory qualifications to apply for the post:
a) The officer must have been empanelled to hold joint secretary or equivalent posts at the Centre.
b) The officer should be at least 3 batches below the batch next to be considered for empanelment at the additional secretary level.
c) The officer must have worked for at least 2 years at the Centre under the Central Staffing Scheme.
d) The officer should be clear from vigilance angle.
e) The officer should not have been debarred from Central deputation.
f) The officer should have at least "Very Good" Service record. However, preference will be given to officers who have "Outstanding" service record with a grading of 9 and above.
g) The officer should not be over 54 years of age.
h) The officer should not have been posted on an assignment in a foreign or captive post of the Government of India, earlier.
i) The officer should not have been nominated for foreign training or should not be on training or foreign assignment, currently.
j) The officer should not be on study leave or long leave.

The desirable qualifications include experience in infrastructure development or international trade or public finance in the Central or state government departments, experiences in externally aided projects and degree in economics or management or public finance or international trade.

Action and Appointments
a) The ACC has approved extension of Amitabh Kant, a 1980 batch Kerala cadre IAS, as CEO of Delhi Mumbai Industrial Corridor Development Corporation (DMICDC) for a period of two years beyond August 20, 2012.
b) Dr Anil Pratap Singh, currently working as deputy commissioner (crops) in the department of agriculture and cooperation, has been appointed as private secretary to the minister of civil aviation at the level of a deputy secretary.
