Govt officers’ choice for a particular CPSE “not entertained”, says DoPT

THE department of personnel and training (DoPT) has made it clear that officers applying as chief vigilance officers in Central Public Sector Enterprises can’t give preference to which organization he or she wants to work. In a letter to chief secretaries dated October 19, 2012, additional secretary in DoPT Dr SK Sarkar said...
“…officer may be posted at any place in India. It has been noticed in the past that while sponsoring names, preference has been shown for a particular PSE/organization in a particular region. It is clarified that such requests cannot be entertained and officers are required to indicate only their options for place of postings.”
According to rules, the officers sponsored for joint secretary level CVO posts in PSEs need to be empanelled to hold joint secretary level posts at the Centre or an officer of his service and batch should be empanelled to hold joint secretary level post at the Centre. And the officers sponsored for director level posts should have completed 14 years of Group “A” service and should have been granted the non-functional selection grade in the cadre.
On selection as CVO, the officer would be eligible for an initial deputation tenure of three years in a PSE which is extendable upto a further period of two years in the same PSE (total 5 years) or upto a further period of three years on transfer to another PSU/organization on completion of initial tenure of three years in the previous PSU (total 6 years), with the prior clearance of the CVC and DoPT. He would be allowed the option of electing to draw either the pay of the post in the scale of pay of the CPSE concerned or pay in the parent cadre plus deputation (duty) allowance thereon plus personal pay, if any, said the same letter. The officer would also be entitled to all perks, benefits and perquisites applicable to equivalent level of officers in the concerned CPSE.

Action and Appointments
a) The ACC in an order dated October 22, 2012, rejected the proposal for extension in the Central deputation tenure of Asit Singh, a 1990 batch IRS-IT officer as private secretary to minister of state for petroleum and natural gas, RPN Singh beyond March 15, 2012 and directed that "the officer should relinquish the charge immediately without further delay".
b) The ACC has approved the proposal for extension in the deputation tenure of R Selvam, a 2001 batch Himachal cadre IAS, as private secretary the minister of chemicals and fertilizers MK Alagiri for a period of six months beyond September 30, 2012.
c) KM Acharya, a 1974 batch MP cadre IAS, has been appointed as Member, Public Enterprises Selection Board, with effect from forenoon of September 28, 2012, for a period of three years or until he attains the age of 65 years or until further orders, whichever is the earliest.
