Should corrupt IAS be punished more than the rest? A CBI judgement alludes

WHILE giving a five-year jail term to a 1971 batch AGMU cadre former IAS S Malaichamy, CBI special court made a few observations about Indian Administrative Service in its 241-page judgement. Here are a few excerpts which indicate why the special judge thinks IAS officers, if found guilty, need to be punished a little more than those in other services:
1) Practically, every department is being controlled by IAS officers. With such a position, the expectation of the people of this country and the system, from such officers, also increases manifold.
2) The Indian Administrative Service, to which the convict belongs, is the premier service of this nation. The Union Public Service Commission recruits the best of the talent and such officers are given the senior most positions in the government.According to an official statement by CBI, a case was registered against S Malaichamy, former Managing Director of Khadigram Udhyog, New Delhi, on “allegations of acquisition of assets disproportionate to his known sources of income worth Rs 1.3 crore as against income of Rs 46 lakh.”
After thorough investigation, a charge sheet was filed in March, 2005 against S Malaichamy. In the charge sheet, 193 witnesses and 198 documents were relied upon.
The CBI banked on five properties in Delhi and UP, investments in FDs/NSCs/NSS (Rs 3.73 lakh), valuable gift items, silverware, expensive glass items, costly pens and crockery in estimating the officer’s assets disproportionate to his known source of income.

Action and Appointments
a) Comptroller and Auditor General of India Vinod Rai has been re-elected as chairman of United Nations’ Panel of External Auditors for the year 2013. Amyas Morse, the CAG of UK has been re-elected the vice-chair of the Panel.
b) The ACC has approved the extension tenure of Siraj Hussain, a 1979 batch UP cadre IAS and additional secretary in the department of agriculture and cooperation for a period of three months beyond November 17, 2012.
c) Ms LM Vas, a 1977 batch UP cadre IAS and secretary in the ministry of Panchayati Raj will hold additional charge of the post of secretary in the ministry of tribal affairs till January 27, 2013 during the absence on leave of Ms Vibha Puri Das, a 1976 batch Uttarakhand cadre IAS.
d) Jojneswar Sharma, Indian Defence Estate Service (IDES) officer of 1982 batch, has been empanelled for appointment to the post of joint secretary or equivalent under Central Staffing Scheme.
