to complain that large-scale corrupt practices were adopted while filling up of about 4,000 vacancies of Junior Basic Training (JBT) teachers in 1999-2000. But as it turned out, he was also convicted alongside ex-Haryana CM Om Prakash Chautala, his son Ajay Chautala and 51 others. As CBI presented the case, and reported by Times of India, here is the sequence of events:
1) RP Chander, a 1984 batch IAS officer, was the director of primary education. He moved the proposal to declare the results on April 24, 2000. But Chander was transferred two days later.
2) Ms Rajni Shekri Sibal, 1986 batch IAS, was appointed as director of primary education. She was asked to change the award lists by political advisor to chief minister Sher Singh Badshami in presence of OSD Vidya Dhar, a promoted IAS, and OP Chautala’s son Ajay Chautala.
3) Ms Sibal recommended compilation of the result vide her note sheet dated June 20, 2000. She was then transferred on July 11, 2000. According to CBI, Sibal had enclosed the almirah in which award lists of all JBT teachers were lying with “four metres of cloth wrapped on it”.
4) Sanjiv Kumar, a 1985 batch IAS, was appointed as director, primary education. The mandate for him, as reportedly told by Chautala Senior, was to change the award lists of JBT candidates with fresh award lists in which the candidates favourable to his party should be included.
5) Sanjiv Kumar took out the award lists from the almirah and then called the chairpersons and the members at the guest house in Chandigarh (August 2000) and at Haryana Bhawan, New Delhi (September 1, 2000), gave photocopies of some of the award lists to them and instructed them to prepare fresh award lists with a new pattern of marks and by giving specific roll numbers and the marks to be awarded to them.
6) Kumar alleged that Chautala had forced him to change the original list of selected candidates.
