Rs 462 crore budgeted for CBI; Rs 210 crore for training of bureaucrats

INVESTIGATION is costly. If you closely examine the budget provisions for 2013-14, you will find finance minister has actually earmarked Rs 462 crore for Central Bureau of Investigation alone vis-à-vis mere Rs 210 crore for training of senior bureaucracy. Let’s have a look at how the CBI will spend this amount:
According to demand of grants for the ministry of personnel, the provision for CBI is towards establishment-related expenditure, e-Governance, modernisation of training centre, establishment of technical and forensic support units, construction of office and residential complexes for CBI branches. This is in addition to Rs 19.63 crore earmarked for vigilance. The CBI is entrusted with investigation and prosecution of corruption cases against public servants, private persons, firms and other cases of serious crimes. The budgeted amount for 2013-14 is considerably higher as the government is likely to spend only Rs 405 crore on CBI during the current fiscal.
Now, let’s look at how the government proposes to spend Rs 210 crore earmarked for training of bureaucrats for 2013-14. The money will go for establishment-related expenditure of Institute of Secretariat Training & Management (ISTM) and Lal Bahadur Shastri National Academy of Administration (LBSNAA), two organisations that arrange training programmes including foundation courses, mid-career training etc. The amount of Rs 210 crore also includes provision for grants to Indian Institute of Public Administration and other training institutions, and also a provision for training schemes like training for all, domestic funding for foreign training, upgradation of LBSNAA to a centre of excellence, setting up of National Centre for Good Governance, augmentation of training facilities at ISTM etc.

Action and Appointment
a) Jai Priye Prakash, a 1982 batch Assam cadre IAS, presently in the cadre, has been appointed as additional secretary, department of personnel and training (DoPT) in the vacancy of SK Sarkar, a 1979 batch West Bengal cadre IAS.
b) Ms Punam Pandey, an officer of 1988 batch of Indian Accounts Service, has been empanelled for appointment as joint secretary or equivalent in the Centre.
