appointed Julka as the new Information and Broadcasting secretary replacing his three-year senior IAS of the same cadre, Uday K Varma.
Julka, a post-graduate in psychology before getting into IAS, began his career as an assistant collector in Bilaspur, now a part of Chhattisgarh. Later, he became Guna collector, and then director in Union commerce ministry. In mid-1990s, Julka also served as director in public relations department of Madhya Pradesh government. He was also a director in Central government's two more ministries: department of economic affairs under the ministry of finance and civil aviation ministry. During the UPA-I, he was a joint secretary in the ministry of defence before moving as the residence commissioner in New Delhi's MP Bhawan. Julka joined finance ministry in July 2010. Later that year, India became a member of the Eurasian Group on Anti-Money Laundering and Combating the Financing of Terrorism (EAG) which till then was dominated by Russia and China. The Indian delegation to the EAG plenary meet in Moscow was led by Julka.
His name also cropped up for the post of director, Enforcement Directorate early last year, but the government zeroed in on his batch-mate from the same cadre Rajan S Katoch as the ED.
Julka will have over two years as a Union secretary.

Congratulations. It is proud announcement that Madhya Pradesh Cadre IAS officer replaced his own Cadre IAS officer Uday Verma who has completed his tenure and retired. Bimal Julka is known for the proximity with the Scindia family.
