REQUESTING anonymity, a senior IAS officer of Uttar Pradesh cadre told a section of media on Tuesday that suspended IAS officer Durga Shakti Nagpal would be charge-sheeted, and an inquiry could be ordered to find out whether she had any role in disturbing communal harmony. But more and more groups have come out in support of the 28-year-old IAS, as it appears that she was framed for her drive against the powerful sand mafia lobby in Western UP. Here are Durga supporters:
a) Most IAS officers belonging to Punjab, her earlier cadre, and UP have formally extended their support to their young colleague. UP IAS Association took up Ms Nagpal's case on Monday and had a long meeting with acting chief secretary Alok Ranjan. Their demand? The revocation of her suspension. After all, suspension is considered a very harsh punishment in bureaucracy as there is hardly any instance of dismissal from service.
b) Women social groups in the locality have lent their support to Nagpal. On Tuesday, about 100 women staged a protest in front of the office of Gautam Budh Nagar’s district magistrate for immediate revocation of her suspension and reinstating her as SDM. They have given an earlier instance of an officer breaking an unauthorized religious structure, but there is no case pending against him.
c) On Jantar Mantar, Bhagat Singh Kranti Sena held a protest march on Tuesday demanding revocation of Nagpal’s suspension.
d) Former cabinet secretary TSR Subramanian, former Uttar Pradesh DGP Vikram Singh and a few other retired bureaucrats have come out strongly in support of Nagpal.
e) Congress leader and Union steel minister Beni Prasad Verma on Tuesday gave a new twist to the whole episode while supporting the revocation of Nagpal’s suspension order. He told reporters that Samajwadi Party chief Mulayam Singh Yadav is in “hand in glove” with sand mafia and the suspension was done as per supremo’s (Mulayam Singh Yadav) order. Calling UP chief minister Akhilesh Yadav a “good boy”, Verma said CM was unaware of the order.
f) Meanwhile, BJP’s Uma Bharti told a news channel that the UP government was indulging in vote-bank politics, and that’s why the IAS officer was targeted. CPI (M) leader Brinda Karat has said that Durga Shakti Nagpal’s suspension was uncalled for, and it would send out a “distressing message to other female aspirants who are pursuing IAS”.

I am a small trader in Noida. Do support her cause. We do need honest IAS officers like Durga Nagpal. The problem is, more one goes up in the career, more he/she becomes the part of the rotten system. Unfortunate
ReplyDeleteWe are all supporting Durga Shakti Nagpal and her suspension is really a harsh punishment. But at the administrative point of view she was wrong while she had taken the decision of demolition the worship place wall without intimation to her higher authorities. Worship place belong to a Muslim community and Ramzaan is going on and she had not even thought about the repercussion, due to that communal harmony may be disturbed. Her honesty is not challenged due to her suspension. Mistakenly firebrand Shakti used her power without mind and management.
ReplyDeleteIndia needs IAS officers like Durga Nagpal. Politicians are corrupt, 99% of them but so are the babus, maybe less percentage. To find honest politicians is very difficult except very few of them and the new Aam Aadmi Party, but IAS aspirants, most of them, have good intentions when they start. That honesty, integrity needs nurturing. Instead it is trampled upon by these blatantly corrupt immoral politicians. Hence the demoralisation of even honest officers. All the talk about communal disturbance is nonsense and raised by Samajwadi Party and not by people on the ground. There was no protest whatsoever. However now these corrupt politicians can instigate protests to support their case. The officer should be immediately reinstated.

ReplyDeleteI feel terribly sorry that an young officer that too a lady who has with great aspiration of serving India as a bureaucrat punished. Strangely she has protected the interest of the State.

The govt's act of suspending this honest officer is wholly arbitrary and smacks of a deeper malaise.
ReplyDeleteThough the IAS lobby, in a rare show of strength is up in arms against the political class but it must not be forgotten that a section of officers of this very service are responsible for the present sorry state of affairs.In a desperate bid to win favours many bureaucrats have been known to satiate the unjust and illegal demands of their political 'bosses' .
The lucknow bench of the Allahabad HC though declined to interfere in the matter, raised in a PIL has lauded Nagpal's efforts and have held as follows- "we have not interfered with the order of suspension, being not falling
within the domain of public interest litigation, it shall be open for the officer
concerned to approach appropriate forum or the government." and "Hon'ble Supreme Court in a case reported in (1997)6 SCC 169 Arvind
Dattatraya Dhande versus State of Maharashtra and others has shown its
deep concern where the government demoralises the officers who discharge
their duty honestly and diligently and bring to book the persons indulging in
mal-practices. Their Lordships held that in such situation, the courts may
interfere with the action taken by the State Government. However, for courts'
interference in such matters, it shall be necessary that the officer concerned
should approach the Court to ventilate his grievance.".
The IAS lobby should rise from its slumber and take up the cudgels against their political masters to create an environ where honest and sincere officers are able to work without any fear of persecution.

ReplyDeleteIt is now abundantly clear that politicians are making a vain attempt to protect their sources of loot under the smokescreen of demolition of mosque wall. Islam does not allow illegal construction of religious structures like mosque so politicians cannot hide their nefarious designs by invoking religious seniments for wrong reasons

Mulayam Singh Yadav wants to be PM and he will br--n nose any party and its leader to be India's next PM. This is what India has become. After all the IAS officers (not Smt Durga Nagpal) are also to blame. For decades they have acquiesced to politicians and did their bidding by not questioning the politicians' illegal, unethical, anti-constitutional, and immoral orders, and now cry foul, when one of their own has been suspended. I empathize with Smr. Nagpal, but her immediate superiors, and the senior IAS officers of UP should be ashamed of having failed Smt. Nagpal.
ReplyDeleteLook at Karnataka. An incompetent, and inept Chief Secretary (CS) was supposed to have retired recently. This CS (after having worked in government for 37/38 years) did not retire, but instead canvassed and lobbied the ruling political class and got a 6 month extension. Many of his fellow IAS officers colleagues of the Karnataka cadre and some who could have been promoted or ascended to the CS's post have lost a chance. Some of these candidates are highly experienced and good leaders in governing, but the politics played by the present CS hurt their careers.

ReplyDeleteIn Karnataka, 2005 batch IAS officer, Thulasi Maddineni was unceremoniously 'demoted' to the post of CEO, Zilla Panchayat when she took a decision against a Minister's brother in an illegal land grab case. (on July 5, 2013). The Congress government in Karnataka didn't come to her rescue, neither the UPA.

ReplyDeletemay be it is a part of training for durga shakti nagpal cause suspension , politics ,corruption,mafia`s intervention, seniors`s support and pressure, public issues and honesty all are power word`s . In another maintaining balance between those issues and continue doing work honestly is a challenge and civil service is a challenging job. i support her emotional loss but intellectually she must be ready for this kind of challenges throughout career.lack of integrity played a major roll here.
ReplyDeleteThe reason of her suspension is genuine and her immature action would have caused a communal flare up. The state govt is right; well within the rights of the government who is actually accountable to the people. Such over adventurous acts should be punished, so that such over enthusiastic young officers don't create social problems out of raw excitement. The over publicity of such non-incidents is just a product of hatred towards politicians.

ReplyDeleteWhat happened finally the same person whom the media and so called prominent retired bureaucrats supported and backed went all the way along with her husband Abhishek Singh another UP cadre Mai Baap culture person to meet politicians and tendered unconditionaled apology to Ashilesh Yadav. Now in fact message is clear if I Am Sorry (IAS) don't bow down n fall in line they will be suspended . Once a steel frame of our glorious country has become completely redundant and spineless.
