What does chief secretary Jawed Usmani mean when he compares UP with a big aircraft?

In fact, it was a rare occasion that state chief minister Akhilesh Yadav was not accompanied by his uncles (read senior politicians of the state) but by UP’s top bureaucrats including chief secretary and principal secretaries when he attended a function on Saturday to release the 203-page development agenda (for 2013-14) document that showcases state’s new initiatives such as Lucknow Metro, Lucknow-Agra Expressway, E-stamping and IT city. The chief minister who received the ire of ordinary citizens for suspending young IAS officer Durga Shakti Nagpal, attended a press meet in Lucknow where he took a back seat. The CM asked reporters to ask his bureaucrats direct questions on administrative laxity, if any.
Usmani acknowledged that there was inertia among officials, and he was not satisfied with the situation. He then went on to say that he personally monitors each project. That’s not all. He does cajole his juniors, scold them, and even threaten them to get work done out of them. But one Ashutosh N Singh said in Twitter that his e-mails and speed posts to none other than Usmani himself have remained not-replied.
