Centre clamps down on officers overstaying in inter-cadre deputations; says “no salary” for that period

future empanelment prospects, a recent office memorandum has warned. With instances of overstaying getting increased, the Centre has made it clear that an officer can’t overstay on the ground that the state government concerned or officer or both had made a request to Central government for extension. Here are a few excerpts of the OM, dated August 14, 2013.
a) Any extension in inter cadre deputation period shall neither be automatic nor should be presumed merely on the ground that the state government concerned or officer or both had made a request to Central government for extension.
b) In case, no specific approval of the Central government for extension is received within the period for which deputation was originally valid, the officer shall have to be relieved positively and immediately on completion of the original tenure.
c) An officer immediately after expiry of approved deputation period shall have to relinquish charge and shall get himself/herself relieved without waiting for formal rejection letter from Central government.
d) Any overstay beyond approved period of inter-cadre deputation without prior approval of the Government of India shall lead to an adverse impact on the prospect of the officer at the time of the empanelment.
e) A copy of the notification shall invariably be marked to the Account General concerned with a request to stop payment of salary to the officer beyond approved period of deputation.
f) An “Alert” in respect of those officers who are going to complete their inter-cadre deputation, will prominently be flashed on this Department’s (DoPT) website, 45 days prior to expiry of the deputation period so as to sound the officer and the state governments concerned.
g) Based on “Alerts”, auto-generated periodic emails will also be sent to the concerned officer/state governments reminding them for relinquishing the charge/relieving the officer on stipulated date.

  1. If a civil servant was allotted a cadre in the beginning of service (especially AIS officers), then it is his/her duty to serve that cadre first and that should be his only priority.

    Inter-cadre and central deputation are just big loopholes for AIS officers to jump and escape from their original allotted cadres and work for something else and get extension for a long time.

  2. Fully agreed. An AIS officer should devote substantial period of his/her service in the originally allotted cadre ,and they must just not pass time . They all have a honest duty n moral responsibility to serve the people of the state n the country in true spirit.
