A joint secretary ranked officer wanted in Raebareli. Will he fly high?

Rajiv Gandhi National Aviation University (RGNAU) is being set up within Indira Gandhi Rashtriya Uran Academy complex. And the ministry of civil aviation is proposing to fill up the post of Project Director (joint secretary level) at RGNAU on a deputation basis, initially for a period of three years, in the pay band of Rs 37,400-67,000 (PB-4) and grade pay of Rs 10,000.
According to a circular dated October 3, 2013, the officers empanelled to hold joint secretary level post at the Centre and having experiences in dealing with higher education administration, setting up of projects involving constructions, service matters and matters relating to aviation sector, will be qualified to apply for the Project Director’s post.
The roles and responsibilities for the post include single point of contact with oversight of execution for the construction work on NAU, custodian of implementation plan providing periodic communication to steering committee monitoring of various other implementation tracks, coordination work with Airports Authority of India, IGRUA and ministry of civil aviation and other tasks that may be assigned by Vice Chancellor or the ministry of civil aviation.
The post is a non-Central Staffing Scheme post to be filled through the civil services board (CSB) procedure.
Currently, UPA chairperson Sonia Gandhi is the Lok Sabha MP from Raebareli, and there are unconfirmed reports suggesting that she might leave the seat in favour of her daughter Priyanka Gandhi Vadra to facilitate her making a smart political debut in parliamentary elections scheduled to be held in May 2014.
