How Indian officers can add a foreign degree to their CV? It’s time to apply

FOR Indian government officers, it’s the time to apply for both long and short-term courses in foreign universities. DoPT’s training division will sponsor the names of suitable officers in select foreign universities and institutes for the year 2014-15 under Domestic Funding of Foreign Training (DFFT) scheme. institute of social studies in The Hague, Netherlands (MA in public policy and management), University of Duke, USA (MA in international development policy), Hubert H Humphrey Institute, University of Minnesota, USA (masters in public administration), Australian National University (masters in public policy), Lee Kuan Yew School of Public Policy, National University of Singapore (masters in public management), and Harvard and Cambridge Universities etc.
All officers belonging to IAS, IPS, IFS, and other Central Group ‘A’ services are eligible to apply for the courses, provided they have completed nine years of service as on July 1, 2014 (i.e. up to 2005 batch). For long-term courses, those who have just completed seven years of service are also eligible. The upper age limit for long-term and short-term training programmes will be 45 years and 52 years respectively as on September 30, 2014. However, there is no age limit for the short-term programmes at Harvard University, Cambridge University and ANZSOG for officers of joint secretary, additional secretary and secretary level, DoPT circular dated September 25 said.
Some of the parameters for selection as spelt out in the circular include foreign training deficit, seniority, SC, ST, women, and those belonging to North-East and Jammu and Kashmir. Also, priority will be given to those who are close to age bar and having better ACR grading.
The officers who have undergone a long-term training programme (more than 6 months’ duration) or a long-term domestic programme, viz., IIMA, IIMB, MDI, TERI, NDC, etc. won’t be eligible for any long-term programmes.
