1994 batch IAS Samir Kumar Sinha appointed in newly created JS post in 7th Central Pay Commission

executive director in Asian Development Bank (ADB). Meena Agarwal, an Indian Railway Accounts Service officer, is the secretary to the Commission which will review and hike the salary of over 5 million Central government employees including defence personnel.
The new pay commission is being headed by retired Supreme Court judge Ashok Kumar Mathur who had earlier served as chairman of Armed Forces Tribunal. Former petroleum secretary and 1978 batch IAS officer Vivek Rae is a full-time member and Rathin Roy, director of the National Institute of Public Finance and Policy (NIPFP) is a part-time member of the commission.
Sinha, 44, is a post-graduate in history from Delhi University and also a PG diploma holder in public management and policy from IIM-Ahmedabad. He served as deputy commissioner in Assam’s districts of Tinsukia and Kamrup (Metro) and played a key role in nationals games held in Guwahati.
In April 2008, Sinha joined in the department of financial services under finance ministry as a deputy secretary where he got an elevation to the rank of director in July that year.

  3. The IIM degree was obtained post joining the service. Its not directly related to Finance or anything. He is in ADB or Ministry of Finance not because of his degrees but because he is an IAS officer. Other civil servants with similar educational quaifications or better ones will not even be considered. Thats the gameplan of IAS lobby for you.

  4. iim degree was govt sponsered and was in public policy..i can bet this chap wont have an idea about financial instruments, compensation planning or social security

  5. those talking about for degree are really frustrated dudes who were unable to crack upsc and are here only to remove their frustration.ias officers work is administration and not the research in particular field.they are there not to create but to implement policies given to them by government and minister of finance isnt necessarily a iim graduate,he is elected by prime minister.those ministers have lot of economists for advising them

  6. ias officers arent for creating but for implementing policies of government.they are administrators not EXPERTS of particular field in which they are posted.also elected finance minister doesnt necessarily have a iim degree,hehave lots of economists advising them.so dont care about degree and go to another site for removing frustration of not being able to crack upsc

  7. he is there not for nothing,ADB wont allow anyone, he is certainly qualified and experienced for the job.How IAS and IIM both dont matter
