CVO-less PSUs: List of IAS, IPS, IRS officers in offer list; Centre asks their “willingness” to be posted on certain locations

WITH as many as nine Central PSUs being CVO-less and seven more vacancies on the card, the Centre has asked all the officers who are presently in offer for appointment to the post of Chief Vigilance Officer (CVO) in various CPSEs “to give their willingness for consideration against the vacant locations of the posts” in various Centre Public Sector Enterprises (CPSEs). First, here is the list of officers belonging to IAS, Indian Forest Service, IRS, IRAS, ITS etc. who want to become CVOs:

In fact, CVOs are considered important, as they are the extended arm of Central Vigilance Commission (CVC). The CVOs act as the link between organizations and the CVC. Many of CBI’s anti-corruption cases begin at the level of the CVOs.
Yet, a number of high-profile organisations have remained CVO-less for years. The CVO’s post in Goa Shipyard Ltd (GSL), for example, has been lying vacant since October 31, 2012. Similarly, vacancies for CVOs arose in two other PSUs, Tehri Hydro-electric Development Corporation Ltd and Western Coalfields Ltd two years ago. The other public sector companies where the CVOs’ posts have been lying vacant include Mormugao Port Trust (MPT), Khadi and Village Industries Commission (KVIC), Mumbai, Cochin Shipyard Ltd, Cotton Corporation of India Ltd, Instrumentation Ltd Jaipur, NEPA Ltd. By March 2015, the vacancies for the post of CVOs will also arise in PSUs such as SAIL, Bharat Coking Coal Ltd, Dredging Corporation of India Ltd, Bharat Dynamics Ltd, Kolkata Port Trust etc.
The government in a circular dated September 9, 2014, asked the officers willing to be CVOs whether they would like to be posted in specific locations where the vacancies have arisen or would arise.

  1. the post of cvo is important but tell me the name of one cvo who has exposed a corruption case? these are merely posts of convenience and occupied to spend tenure as it look good on bio data. nothing much.

  3. Even a sweeper on the road knows about the corruption in the PSU,but not our CVO babu....

  4. No..it is not always right..CVO has a great responsibility and in most of the organisation they show this by their leadership qualities.

    One suggestion is here that whole vigilance Deptt. should be isolated,,means their ACR service record,,leave sanctioning...all benefits etc should not be inthe hand of the organisation where those vigilance officials are working...

    for example any CVO or VO has to approach to the same office from where they are assigned to expose corruption.. the leave is sanctioned by the same office...the payment fixation is done by the same office...the other benefits are being issued by the same office...due to this they can not work independently...because for every salary benefits ..other formal officials benefits also they have to approach the same office ,,,from where they are supposed to expose the corruption....due to this ..if any vigilance officials write any thing against the office or the officer of that office ..they create hinderance in the way of formal dues of the officials of vigilance...though they can not prevent in getting those dues but create unnecessary delays and to avoid this the vigilance officials most of the time hust keep quite.


    hence it is suggested that the whole machinary...not only CVO/VO but even assistant of the vigilance deptt should be kept totally independent ..then the vigilance set up will automatically become effective....if has been observed that even after various circulars of the cvc ,,,no vigilance setup is being provided propoer human resource...and not only this ..if vigilance becomes effective then they transfer the manpower to other deptt. making the vigilance deptt. lame...
