DARPG to engage a private consultant to measure impact, user satisfaction, scalability of good governance initiatives

one year, will conduct research and evaluate studies on good governance initiatives including award winning best practices across the country. Here are the scope of the work of the consultant:
1. To understand project requirements for each of the good-governance initiative and define framework for evaluation, and define research methodology for developing model practice, in consultation with the DARPG;
2. To develop sampling methodology (sample type, sample size, sample location, method of data collection and design of survey instrument) to assess the existing good governance practices against their utility, effectiveness, sustainability, replicability and scalability;
3. To define reporting format in consultation with DARPG;
4. To carry out a comprehensive and critical review of the good governance initiative to analyse the tangible and intangible benefits of the initiative and assess their overall socio-economic impact clearly indicating the output and outcome of the initiative;
5. To identify the gaps/bottlenecks in the implementation of the initiative, if any, and provide practical suggestions for removal thereof, citing these features in other successful initiatives in the country;
6. To bring out in clear terms, the features of the initiatives which have made it successful;
7. To evaluate the sustainability, scalability and replicability of the initiative and also to identify the features which are evidence to this;
8. To develop model practice plugging the gaps found in the best practice on evaluation, incorporating technological advancement, and requirement of stakeholders particularly the people, and provide exhaustive details for implementation of model practice like strategy, infrastructure, manpower, etc.; and
9. To recommend possible areas where the model practice can be replicated.
