Who are these IAS, IPS, IRS, IRTS officers who set up a virtual communication room to help Chennai flood victims?

AS Chennai drowns under the heaviest rain ever, here is a team of bureaucrats comprising 15 officers belonging to IAS, IPS, IRS, IRTS etc. who set up a virtual communication room by leveraging their social media expertise, and helped in turn many flood-hit victims by using their bureaucratic clout and connect. “Kamakshi Memorial Hospital in Pallikaranai is without power. There are patients in ICU and needs dialysis. Please make sure they are rescued” -- is one of many messages the center had received, and the bureaucrats located across states intervened immediately. The bureaucrats who set up the 24X7 virtual communication center include…
P Manivannan, 1998 batch Karnataka cadre IAS and MD of Water Supply and Drainage Board of Karnataka, 2006 batch Chhattisgarh cadre IAS Alex Paul Menon, IRS officer K Balamurugan, IRTS officer Raja Durai, IPS officer Saravanan, who is SP in Tamil Nadu’s Dindugal district. They also gave their personal mobile numbers and released a WhatsApp (9880655555) and telegram number (7259760333). The helpline 08040001000 has 12 lines altogether.
As Chennai flood situation had worsen on Wednesday, many including victims and their relatives took to social media platforms to inform these civil servants. Let’s take a few such messages to understand the situation:
1. “Dear sir - one of my friends family struck there so far he couldn't reach them - could you please pass on this to rescue team ---Only 2 or 3 hrs to survive! (2nd Dec - 11 AM) URGENT Help! Dear friends, My family (5 Members) and other families got stuck in the flood in a community at

2. “Already my house and other houses got completely vanished inside. Need help to rescue them as the water level keep increasing due to the outflow from chembarambakkam dam. Any help on rescue with boat will save 70+ lives (Age old, Special Children, Kids and others) thr.......Please”
3. “A friend of mine is stranded in VELACHERY! She is PREGNANT with her due date this week.. We haven't been able to contact her or her family as there is no current! We absolutely do not know wat their status is! Chennai teams! We are in Bangalore and not able to do anything! Please help! Please!! This is their address…”
4. “90yr old grandma with them. If someone could help in transporting them to a hotel or accommodation with supplies, we would be grateful…”

BoI congratulates each member of the Chennai Flood Virtual Communication Room who set an example for others to emulate in future.   3. Laudable that individual officers have taken responsibility. However bureaucrats especially IAS should feel ashamed as their lack of knowledge and their adamant attitude of holding top posts is the cause of such catastrophe. IAS heads today Planning departments, Corporations, Metro water boards or Electicity boards without any subject knowledge. They are very high handed, treat engineers pitily. So over decades we have non-functioning organizations headed by hollow heads. Such failures only expose how bad the organizations are managed. It is the high time that good civil / electrical engineers who grew from ranks need to head these organizations. Only then we would witness some improvements. Look at Indian railways which runs meticulously across country facing nature furies, cyclones etc., because they are professionally managed and luckly no IAS heads it.

  4. Look at Indian railways which runs meticulously! Oh Really! All the Indian Bus Drivers perform the same role, hence, equation is equal. Luckly no IAS heads it! so you r free to loot all the money othewise you all would have had behind the bar.

    2. Others! Whether Railways Organised Group-A services epitomise all the staff of the country. Crossing the limits of foolishness characterises the cornerstone of the functioning of Railways Organised Group-A services? Aren’t you aware that there is a saying in the Railway Board by your own officers of Railway Board Secretariat Services that “GALI-GALI AND RAILWAY BOARD ME SHOR HE, 90% OF RAILWAYS ORGANISED GROUP-A SERVICES CHOR HAI”. The files of the Railway Board are not possible to be weeded out due to vigilance cases of the unimaginable number of officers of Railways Organised Group-A services. You must have been aware as it was recently in the news that even the Railway Board members position are filled on the basis of the “Financial capacity of the Officers of Railways Organised Group-A services” to pay. As far as efficiency and performance are concerned, every common man knows that each year the Railways bows down itself with its bowl before the Finance Ministry for grants. The amount of freight and passengers are handled by the railway is 1/4 th of the what is handled by our road and sea transport (Bus Drivers). How are the official resources used-others have to learn it from Railways Organised Group-A services. Now, they have stooped down to such a level that they demanded before the 7th CPC that Indian Railway Personnel Service should replace Railway Board Secretariat Service so that impartiality, fairness, probity and integrity be replaced with corruption, inefficiency, laziness and looting. Others don’t need teaching. You first need to introspect yourselves before pitying on the mindset of others and questioning the conscience of others. TOILS HARD! For what corruption or defaming others like your own Group-B-C and D services ! You know that one of the saddest lessons of history of Railways Organised Group-A services or Indian Railways is that they have been bamboozled long enough to reject any evidence of the bamboozle.

And IAS are real angels from heaven who have controlled the entire govt machinery over the years ensuring massive leakages in the system.They ensure that the country remains poor and backward and harass all other services through dopt and cab sec.That is why no developed country has a feudal service like IAS.The parasites like vivek rae have spoken like representatives of their association and given ridiculous arguments in favour of perpetuation oh hegomony of IAS.Really shameful conduct of the IAS lobby.

  7. The IAS Officer above appropriately pointed out that the level of corruption is the highest in Indian Railways. Railway Group-A services have to be given credit and recognition for using official (tangible and intangible) resources for personnel matters! The Railways’ personnel need mentoring to dissuade them from such practices. Its condition is pathetic. Cleanliness drive (Swwach Bharat Abhiyan) requires urgent attention specifically in Railways. Railways services are the dirtiest of all in India. There are specialised divisions in railway but headed by the Generalist of the Railway Services itself. Elsewhere in this site’s comments-they have precisely been called-Pseudo-specialists for hypocrisy and duplicity. As firstly, they need to focus on, revamp and empower their own specialised division and specialists before giving academic lectures to others. The need of the hour says that IAS needs to head the TOP positions in Railway Board and elsewhere in Railways to create deterrence in the Organisation. Surprisingly, there has been news in the market that Meena Agarwal, an Indian Railway Accounts Service officer of 1981 batch didn't work impartially in the 7th CPC for considerations (monetary and others) and influenced the recommendations of a few services e.g. like her own favourably and others adversely like Central Secretariat Services. They can’t escape from accountability. Whoever conceals their sins does not prosper, but the one who confesses and renounces them finds mercy.

  10. Thank you BOI. We did what could be done. and we shall continue to do so. Manivannan, IAS was the source of inspiration. His virtual control room was the chief nodal point.

    many civil servants chipped into, sourced information forwarded to control room. virtual 24*7 was also made apart from control room to support the cause. Team of NADT (Direct tax) officer Trainees could turn their rooms into a virtual message collection centre. Apart from this many from across civil service, techies from both India and abroad, HR professionals, volunteers, altruistic hearts helped.
