THE government on Wednesday issued a notification to be published in Gazette of India that 1976 batch Odisha cadre IAS Jayanth Kumar Dev is deemed to have resigned from IAS with effect from May 10, 2007, after repeated attempts by the Centre to locate him, the most recent being its direction to the government of Odisha on September 9, 2014 to make available of the status of the show-cause notice issued to Dev. According to records available with the department of personal and training (DoPT), Dev, originally hailing from Tamil Nadu is 63 years old and was on...
a study leave between June 2, 2002 and October 31, 2012 i.e. 10 years, five months. His last assignment was the commissioner and secretary in the housing and urban development ministry in the government of Odisha between 2000 and 2002.
Naturally, questions will be asked how come the government of India fails to spot an overground person, that too someone working as an IAS in many responsible government departments, that it had to resort to issuing a notification only in 2016 to announce that the said officer retired in 2007!
Dev worked as collector in Kendujhar district in early 1980s before taking up an assignment as deputy secretary on Central deputation. He was the chief administrative officer of National Institute of Mental Health and Nero Science (NIMHANS) which comes under the union ministry of health and family welfare.
In Odisha, he worked in various departments —planning and programme implementation, industries, urban development, textiles, information and broadcasting, personnel etc.
In fact, Dev was not the only IAS officer who was missing in action. In a meeting of principal secretaries (personnel and general administration) of state governments held in New Delhi on September 9, 2014, the Centre reminded the state governments of the following:
a) Reminded government of Assam that a clarification regarding unauthorized absence of 1992 batch IAS Alok Khare is awaited.
b) Reminded Maharashtra government that a reply from it regarding initiation of action for
deemed resignation under Rule 7 of AIS (Leave) Rules, 1955 in respect of Sanjay Agarwal, 1996 batch Maharashtra cadre IAS is awaited.
c) Reminded Rajasthan government that a reply from it regarding initiation of action for deemed resignation of 1984 batch Rajasthan cadre IAS DN Sharan is awaited.
d) Reminded Sikkim government that the information regarding recovery of interest in respect of 1991 batch Sikkim cadre IAS Amit Kumar Jain is awaited.
e) Reminded Uttar Pradesh government that a reply from it regarding action taken in the matter of 1980 batch retired UP cadre IAS Sanjeev Ahluwalia is awaited.
f) Reminded Uttar Pradesh government that a reply from it regarding initiation of action for
deemed resignation in respect of 1985 batch UP cadre IAS Dr Prabhat Kumar is awaited.
g) Reminded Uttar Pradesh government that a reply from the state government regarding initiation of action for deemed resignation in respect of 1982 batch UP cadre IAS Pradeep Bhatnagar is awaited.
h) Reminded Uttar Pradesh government that a reply from the state government regarding initiation of action for deemed resignation in respect of Atul Bagai, 1983 batch UP cadre IAS is awaited.
i) Reminded Uttar Pradesh government that a reply from it regarding initiation of action for deemed resignation in respect of Arun Arya, 1985 batch UP cadre IAS, is awaited.
j) Reminded Uttar Pradesh government that a reply from it regarding initiation of action for deemed resignation in respect of 1980 batch UP cadre IAS Shishir Priyadarshi is awaited.
k) Reminded West Bengal government that a reply from it regarding recovery of the bond amount along with interest in respect of 1983 batch West Bengal cadre IAS Amitabh Mukherjee is awaited.
l) Reminded the West Bengal government that a reply from it regarding initiation of action for deemed resignation in respect of 1988 batch West Bengal cadre IAS Prashant is awaited.
It is however not known how many of those reminders were actually replied and action taken.
