IF ONE goes by the text of the office memorandum (OM) issued by the government’s personnel department DoPT, two things emerge clearly. First, officers are reluctant to be chief vigilance officers (CVOs) in Central public sector enterprises, commonly termed as PSUs. Secondly, the government is virtually begging officials to apply for the CVOs’ posts, as the last date of application has been extended twice, now being February 29, 2016. First, here is the full text of the OM:
(Subject: Nomination of officers for filling up the posts of CVO in CPSEs and other organizations under Ministries/Departments for the financial year 2016-2017-reg)
“The undersigned is directed to refer to this Department's O.M. of even number dated 18.01.2016 on the above mentioned subject wherein the last date for submission of online applications was extended from 18.01.2016 to 15.02.2016. It has come to notice that the officers (specially the officers of CPSEs) are facing difficulties while filling up the applications. Therefore, it has been decided to extend the last date for submission of application from 15.02.2016 to 29.02.2016. The willing officers may submit their applications online by 29.02.2016.”
The extension of the last date of submission by one and half months is likely to impact timely filling up of the vacancies, some of which will arise in as early as May this year. For example, Delhi-based CVO post of MMTC Ltd under ministry of commerce will arise on May 1, whereas that of Konkan Railway Corporation Ltd (KRCL) to be located in Navi Mumbai will fall vacant on May 6. Another CVO vacancy, in Kudremukh Iron Ore Company Ltd. (KIOCL) which comes under the ministry of steel, will arise on May 20. Noida-based CVO post for Oil India Ltd (OIL) will arise on June 1, 2016.
In 2016-17, there will be 25 vacancies of CVO posts in CPSEs. The vacancies will arise among others in National Aluminium Company Ltd (NALCO), Rural Electrification Corporation Ltd (REC), BEML Ltd, Rashtriya Ispat Nigam Ltd. (RINL), Indian Railway Catering and Tourism Corporation Ltd (IRCTC), Prasar Bharati, Eastern Coalfields Ltd (ECL), Bureau of Indian Standards (BIS) etc.
In 2016-17, there will be 25 vacancies of CVO posts in CPSEs.
