FOR non-IFS officers, here is a chance to grab a key foreign post—deputy chief of mission in Embassy of India in Brussels. Brussels houses the headquarters of the European Union and hence the post is considered quite significant. The Centre wants empaneled joint secretary-ranked officers to apply for the post that comes under the ministry of commerce, and not ministry of external affairs (MEA). The government has written to chief secretaries of the states and secretaries of union ministries and departments to nominate the suitable officers for the post. Here are the mandatory qualifications:
1. The officer must have been empanelled to hold joint secretary or equivalent posts at the
Centre.
2. The officer should be at least 3 batches below the batch next to be considered for empanelment at the additional secretary level.
3. The officer must have worked for at least 2 years at the Centre under Central Staffing Scheme.
4. The selected officer will not be permitted to take up foreign assignment, or study leave, or training till the expiry of the assignment.
5. The officer must be below 54 years as on the date of vacancy.
6. The officer should not have been on an assignment to foreign/captive post of the government of India earlier.
7. The officer should not be under debarment from Central deputation.
8. The officer should be clear from vigilance angle and their integrity certified.
9. The officer should have prior working experience of commerce or agriculture or industry in the state government or in the government of India; experience in an economic ministry of the government.
Significantly, experience in bilateral or international negotiations or cooperation is only desirable, not mandatory.
The officers need to apply within four weeks of the date of the issue of the DoPT’s letter to the state chief secretaries and union secretaries, i.e. March 29, 2016.
