THE government on Saturday swapped roles of two senior commerce ministry officials — Ajay Kumar Bhalla, 1984 batch Assam cadre IAS and Anup Wadhawan, 1985 batch Uttarakhand cadre IAS. ministry of commerce in April 2015. He has also served as chairman and managing director of the India Trade Promotion Organisation (ITPO) in additional to his existing role in the ministry of commerce.
A MSc in botany from the University of Delhi before getting into IAS, Bhalla later completed his MBA from the University of Queensland, Brisbane, Australia. He also has an M.Phil degree from Punjab University.
A punjabi, hailing from Delhi, Bhalla knows three languages-- English, Hindi and Assamese.
As an IAS officer, Bhalla also served in the union ministry of shipping between 2002 and 2007 on Central government deputation. First, he was a director and then a joint secretary in the ministry of shipping which was then a department. During that period, Bhalla was instrumental in finalizing the new model concession agreement and tariff policy for PPP projects in port sector.
In the cadre, i.e. Assam, he handled various department s such as general administration, home, commerce, transport, drinking water etc. He will retire from the service in November 30, 2020.
Meanwhile, the DoPT while releasing data on appointments for the month of September, 2016, stated that the Appointment’s committee of the Cabinet (ACC) for the month approved appointment of five CMD/MD and eight functional directors in Central Public Sector Enterprises (CPSEs). The cases of two IPS officers were also approved by the ACC for empanelment for holding IG/equivalent posts at the Centre. Also, four proposals of extensions, nine proposals of appointment of private secretary to minister, three proposals of appointment of OSD to ministers, one proposal of curtailment of tenure and one proposal for premature repatriation were also approved by the cabinet secretary during September 2016.
Further, as many as 70 section officers were promoted to under secretary grade on ad-hoc basis, and 26 under secretaries were promoted to deputy secretary grade, also on ad-hoc basis.
