selected as an IAS and allotted the Assam cadre. In Assam, he served as deputy commissioner in Cachar district, commissioner of Jorhat and secretary to Assam Governor. At the Centre, Kumar served as export commissioner in the Directorate General of Foreign Trade (DGFT), joint secretary in food processing industries, and CVO in Rural Electrification Corporation (REC).
Kumar has some experiences in mines too, as between 2011 and 2012, he was principal secretary in the mines and minerals department of the government of Assam.
Apart from English and Hindi, Kumar knows Assamese and Bengali languages too. He undertook short training at rural energy planning and technology at the Energy and Resources Institute (TERI), New Delhi, MIS and computer application at National Informatics Centre, New Delhi and agriculture and rural development at the Institute of Rural Management, Anand (Gujarat).
Kumar will take up the assignment as mines secretary on March 1, 2017 and will have a tenure of a year and a month before he retires.
Meanwhile, the ACC has also approved the appointment of R Sridharan, Kumar’s batch mate from Karnataka cadre and current special secretary in the ministry of mines, as Member (Finance), Space Commission, in the rank and pay of secretary, by restoring the post to the level of secretary.
Also, Raghvendra Singh, 1983 batch West Bengal cadre IAS and additional secretary in the ministry of agriculture, cooperation and farmers welfare has been appointed as Director General, National Archives of India under the ministry of culture in the rank and pay of secretary. Meanwhile, Binoy Kumar, 1983 batch Telangana cadre IAS and Director General in the Directorate General of Supplies and Disposals (DGS&D) under the ministry of commerce and industry, will be the new Director General in the Directorate General of Supplies and Disposals (DGS and D) under the ministry of commerce and industry in the rank and pay of secretary, by temporarily upgrading the post for a period of two years on until further orders.
