LAST week, the Central government gave its nod to appoint 16 new joint secretary-ranked officers, the highlight being 10 out of 16 officers getting handpicked from non-IAS services, thereby making it a point that the government no longer chooses talent only among IAS officers for senior posts in key ministries. Also, in seven cases out of 16, non-IAS officers were picked up to replace existing IAS officers including in key ministries such as the ministry of home affairs (MHA) and the department of financial services under the ministry of finance. The break-up of those 10 non-IAS officers are as follows: two each from Indian Forest Service (IFoS), Indian Audit and Accounts Service (IA and AS) and Central Secretariat Service (CSS) officers and one each from IRS-IT, Indian Information Service (IIS), Indian Postal Service (IPoS) and Indian Railway Accounts Service (IRAS). Here are the detailed postings of 16 joint secretaries:
1. U Venkateswarlu, 1986 batch Tripura cadre lAS and financial commissioner at ESIC under the ministry of labour and employment, has been appointed as joint secretary in the department of social justice and empowerment, on lateral shift basis by temporarily upgrading a newly created vacant post of director in the department of social justice and empowerment to JS level for a period of two years.
2. Vinod Kumar Tiwari, 1986 batch Himachal Pradesh cadre Indian Forest Service (IFoS) officer, has been appointed as joint secretary in the ministry of tribal affairs in place of Manoj K Pingua, 1994 batch Chhattisgarh cadre IAS.
3. Ms Ruby Srivastava, 1986 batch IRS-IT, has been appointed as Director (Finance), NPCIL under the department of atomic energy in place of R Preman Dinaraj, 1984 batch Indian Audit and Accounts Service officer.
4. Ms Anita Karwal, 1988 batch Gujarat cadre lAS, has been appointed as joint secretary in the department of school education and literacy in place of Ms Satbir Bedi, 1986 batch AGMUT cadre IAS.
5. Venudhar Reddy Nukala, 1988 batch Indian Information Service (IIS) officer, has been appointed as joint secretary in the department of investment and public asset management in place of Ashok Pal Singh, 1986 batch IPoS officer.
6. Ms Niva Singh, 1988 batch Indian Railway Accounts Service (IRAS) officer, has been appointed as joint secretary in the ministry of minority affairs in place of Ms Rakhee Gupta Bhandari, 1997 batch Punjab cadre IAS.
7. Ms Vandita Kaul, 1989 batch Indian Postal Service (IPoS) officer, has been appointed as joint secretary in the department of financial services in place of AV Patil, 1998 batch Tamil Nadu cadre lAS.
8. Raman Kant Mishra, 1990 batch Punjab cadre Indian Forest Service (IFoS) officer, has been appointed as Additional DG (joint secretary level), at National Museum under the ministry of culture.
9. Ms Sandhya Shukla, 1991 batch Indian Audit and Accounts Service (IA and AS) officer, has been appointed as financial commissioner at ESIC under the ministry of labour and employment in place of U Venkateswarlu, 1986 batch Tripura cadre IAS.
10. Bhanu Pratap Yadav, 1992 batch Indian Audit and Accounts Service officer, has been appointed as joint secretary in the ministry of new and renewable energy in place of T Kapoor, 1987 batch Himachal Pradesh cadre IAS.
11. Ashok KR Parmar, 1992 batch Jammu and Kashmir cadre lAS, has been appointed as joint secretary in the ministry of information and broadcasting in place of Mihir K Singh, 1993 batch Bihar cadre IAS.
12. Ms Aparna S Sharma, a Central Secretariat Service officer, has been appointed as joint secretary in the department of chemicals and petrochemicals in place of Avinash P Das Joshi, 1994 batch Assam cadre IAS.
13. Shri Prakash, a Central Secretariat Service officer, has been appointed as joint secretary in the ministry of home affairs in place of 1993 batch UP cadre IAS Ms Veena K Meena, 1993 batch UP cadre IAS.
14. Mihir K Singh, 1993 batch Bihar cadre lAS and current joint secretary in the ministry of information and broadcasting, has been appointed as joint secretary in the department of animal husbandry, dairying and fisheries, on lateral shift in place of Adhithela Prasad, 1986 batch lAS.
15. Manoj K Pingua, 1994 batch Chhattisgarh cadre IAS and current joint secretary in the ministry of tribal affairs, has been appointed as joint secretary in the ministry of information and broadcasting, on lateral shift basis in place of Ms Anshu Sinha, 1999 batch Maharashtra cadre IAS.
16. Chandrakar Bharti, 1996 batch UT cadre lAS, has been appointed as joint secretary in the department of defence production in place of Kamlesh K Pant, 1993 batch Himachal Pradesh cadre IAS.
