3 IAS officers get government nod to move out of NE on inter cadre deputation

THREE IAS officers, two from Assam and one from Sikkim, have received government nod to move out of Northeast for three years on inter cadre deputation. For inter cadre deputation, the officers need to get green signal from other the states -- the present and the destination-- and finally the nod of the Central government too. Here are the three officers and their new workplaces:
1. The government has given its nod to inter-cadre deputation of 2008 batch Assam cadre IAS Dr Pooja Pandey to Uttar Pradesh for 3 years.
2. Dr Om Prakash, 2006 batch Assam cadre IAS, is accorded permission for inter cadre deputation to Rajasthan cadre for 3 years.
3. Jitendra Singh Raje, 2007 batch Sikkim cadre IAS, is accorded permission for inter cadre deputation to Madhya Pradesh cadre for 3 years.
Meanwhile, the posts of secretary in at least two ministries — tribal affairs and tourism — have currently been lying vacant, whereas the post of telecom secretary will also be vacant anytime soon after its secretary and 1982 batch UP cadre IAS JS Deepak was asked to join as OSD in the ministry of commerce before taking charge as the Ambassador/Permanent Representative of India to the World Trade Organization, Geneva with a tenure with effect from June 1, 2017 till the date of his superannuation i.e. July 31, 2018.
The move surprises many, as the telecom secretary’s post is considered quite a high-profile one if compared to that of ambassador in WTO. Deepak had an earlier innings in the ministry of telecom and played a key role in the first 3G auctioning during the UPA regime.
Deepak has been asked to join the commerce ministry immediately as Officer on Special Duty, for which a director-level post which was occupied by Ms Mugdha Sinha, was upgraded to the rank of secretary.
Meanwhile, the Central government has assigned additional charge of post of secretary of the ministry of tribal affairs to Ms G Latha Krishna Rao, 1982 batch Karnataka cadre IAS and present secretary of the department of social justice and empowerment until further order. Further, NK Sinha, 1980 batch Bihar cadre IAS and present culture secretary has been given additional charge of post of tourism secretary.

  1. Why do we need such inter-cadre deputations?

    States already have capable PCS officers to look after local issue. Why an IAS officer is required on deputation from North Eastern states to utter Pradesh for three years?
