THE Appointments Committee of the Cabinet (ACC) on Thursday approved the appointment of 21 joint secretaries and also prematurely repatriated a Kerala cadre IAS officer. Significantly, out of 21 new joint secretaries, only four belong to IAS. The new joint secretaries include four Indian Defence Accounts Service (IDAS) officers and two each from IRS-IT and Indian Forest Service (IFoS). Also, a postal service officer has become joint secretary in the department of agriculture and an officer belonging to the income-tax department is placed as joint secretary in the ministry of earth sciences. Here are the details of 21 new JS appointments and one premature repatriation:
1. Ms Gayatri Mishra, a CSS officer, has been appointed as joint secretary in the department of health and family welfare in place of KL Sharma, also a CSS officer.
2. Bipul Pathak, 1992 batch Jammu and Kashmir cadre IAS, has been appointed as joint secretary in the ministry of mines in place of 1993 batch Odisha cadre IAS Nikunja Bihari Dhal.
3. Prasanta Kumar Swain, 1987 batch Indian Postal Service (IPoS) officer, has been appointed as joint secretary in the department of agriculture, cooperation and farmers welfare up to his superannuation on June 30, 2022 or until further orders in place of Shakil P Ahammed, 1995 batch Assam cadre IAS.
4. Sanjiv Narain Mathur, 1992 batch Indian Railway Accounts Service (IRAS) officer, has been appointed as joint secretary in the department of pension and pensioners' welfare in place of Ms Vandana Sharma, 1984 batch ICAS officer.
5. Ms Aarti Ahuja, 1990 batch Odisha cadre IAS, has been appointed as joint director (JS level), at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie in place of Ms Jaspreet Talwar, 1995 batch Punjab cadre IAS.
6. Shiv Das Meena, 1989 batch Tamil Nadu cadre IAS, has been appointed as joint secretary in the ministry of urban development in place of Neeraj Mandloi, 1993 batch IAS.
7. Vipin Chandra, 1987 batch Indian Revenue Service-IT (IRS-IT) officer, has been appointed as joint secretary in the ministry of earth sciences.
8. Dharmendra Singh Gangwar, 1988 batch Bihar cadre IAS, has been appointed as joint secretary in the ministry of food processing industries in place of JP Meena, 1983 batch Assam cadre IAS for two years or until further orders.
9. Dhananjay Kumar, 1993 batch Indian Defence Accounts Service (IDAS) officer, has been appointed as additional secretary (JS level) in Union Public Service Commission (UPSC) in place of MP Tangirala, 1990 batch IP and TA and FS officer.
10. Ms Alka Nangia Arora, 1991 batch Indian Defence Accounts Service (IDAS) officer, has been appointed as joint secretary in the ministry of micro, small and medium enterprises in place of Manoj Joshi, 1989 batch Kerala cadre IAS.
11. Jigmet Takpa, 1990 batch Jammu and Kashmir cadre Indian Forest Service (IFoS) officer, has been appointed as joint secretary in the ministry of environment, forest and climate change in place of Bishwanath Sinha, 1992 batch Kerala cadre IAS.
12. Ravinder, 1999 batch Uttar Pradesh cadre IAS, has been appointed as joint secretary in the department of industrial policy and promotion (DIPP).
13. Ms Neelam Sanghi, 1989 batch Indian Railway Accounts Service (IRAS) officer, has been appointed as joint secretary and financial adviser in the department of posts.
14. Sandeep Sarkar, 1995 batch Indian Defence Accounts Service (IDAS) officer, has been appointed as joint secretary in the cabinet secretariat.]
15. Rajeev Verma, 1992 batch AGMUT cadre IAS, presently working as joint secretary in the ministry of defence, has been appointed as principal commissioner (coordination) (JS level), in Delhi Development Authority (DDA) under the ministry of urban development.
16. Prabodh Seth, 1989 batch IRS-IT officer, has been appointed as joint secretary in the department of empowerment of persons with disabilities in place of Awanish K Awasthi, 1987 batch UP cadre IAS.
17. Ms Saroj Punhani, 1984 batch Indian Audit and Accounts Service (IA and AS) officer, has been appointed as secretary (JS level) in National Commission for Minority Educational Institutions (NCMEI) under the department of higher education.
18. KL Sharma, a CSS officer, has been appointed as joint secretary in National Commission for Women under the ministry of women and child development as the appointment of Ms Chhavi Jha, 1990 batch IRAS is cancelled.
19. Ms Anindita Sen Gupta, 1994 batch IP and TA and FS officer, has been appointed as additional DGFT (JS level), in Directorate General of Foreign Trade (DGFT).
20. AR Sule, 1993 batch Indian Defense Accounts Service (IDAS) officer, presently working as joint secretary in the ministry of home affairs, has been appointed as joint secretary in the department of atomic energy, Mumbai, on lateral shift basis.
21. Jayant N Khobragade, 1995 batch Indian Foreign Service officer, has been appointed as Officer on Special Duty (OSD) (JS level), department of atomic energy, Mumbai, in place of Pranay Kumar Verma, 1994 batch IFS.
Meanwhile, Bishwanath Sinha, 1992 batch Kerala cadre IAS and joint secretary in the ministry of environment, forest and climate change, has been prematurely repatriated to his parent cadre with immediate effect.
