IN 2000, D Roopa secured 43rd rank in the UPSC examinations. But she opted for IPS, not IAS. On Monday, this Karnataka cadre IPS officer was the news in prime time television as she was shunted out in less than a week after she had red-flagged alleged irregularities and corruptions for providing special treatment to high-profile jail inmate and AIADMK chief VK Sasikala. Without getting into the merits and the demerits of the case, BoI here picks out 10 things about this IPS officer:
1. The daughter of government servant parents, Roopa Divakar belongs to Karnataka’s Davangere. Her sister is an Income Tax commissioner.
2. A graduate from AVK College, Davangere, she was a bright student from her childhood. She did M.Sc in psychology.
3. Her fascination for Indian Police Service (IPS) began when she was an NCC cadet. In UPSC form, she filled up IPS as her first preference. She was allotted IPS even after she was ranked 43, high enough to be allotted as an IAS.
4. As a Karnataka cadre IPS officer, her highpoint in career emerged when she was superintendent of police in Gadag. She took on many influential politicians in the district.
5. In 2007, she was assigned the task of arresting the then Madhya Pradesh chief minister and present union minister Uma Bharati in connection with a court case. D Roopa arrested Bharati in Hubli.
6. She received President’s Medal in 2016.
7. She is married to Karnataka cadre IAS Munish Moudgil who belongs to Punjab’s Jalandhar. Moudgil was originally allotted Odisha cadre where he had served as collector in Naxal-hit Malkagiri district, among other postings. Later, he opted for a cadre change to Karnataka as Roopa made up her mind not to move out her home state, Karnataka.
8. The couple has two children.
9. Roopa is a trained Bharatnatyam dancer. She has interests in classical Hindustani music as well.
10. She is also a sharp shooter. She is a singer too. She occasionally writes for newspapers and magazines. No wonder, she describes herself in Twitter as follows: “I write, sing, shoot”.
Transfer of D Roopa IPS, DIG ( Prison) Bengaluru has jolted the conscience of every right-minded indian. Her fault : Exposing 5-star facilities for Sasikala in Bengaluru prison. These include 5- BHK suit for visitors,Puja, TV, bedroom etc and an exclusive kitchen.No waiting in co-prisoners’ Q for collecting breakfast and food. She has alleged payment of 2 crores rupees bribe – one crore to junior jail officials and the rest to DG (Prison). Politicos left out knowing fully that nothing moves without their blessings.
ReplyDeleteRacism in jail tantamounts to violation of Right to Equality of co-prisoners who will be roped in as witnesses during inquiry. Interesting. DG (Prison ) due to retire on July 31,2017 quietly sent on leave. Why was he not suspended pending submission of interim report before retirement? Tracking the money trail will require conducting IT raids. Bribe, unfortunately, is not accepted by cheques. Hawala transactions, shell companies are conduits.

Accusations are serious enough to warrant judicial intervention.
Supreme court taking suo motu cognizance, if , no PIL is filed, could order a time- bound inquiry by a serving high court judge of a State other than TN and Karnatak.
While the law makers are busy discussing corruption ignoring their own contribution to it, corruption grows exponentially.
VIP racism in prisons, is rampant across the country. Lalu Yadav,Tejaswi Pratap, Misa Bharti are convicts-in-waiting .
High profile convicts enjoy all privileges by regularly greasing the palms of jail officials.
