ON SATURDAY last, the oldest ICS officer Valluri Kameshwara Rao or VK Rao as he is popularly known, turned 103. A 1937 batch Indian Civil Service officer, Rao was chief secretary of Andhra Pradesh and principal secretary to the President N Sanjeeva Reddy et al. In a message in a social media post, the IAS Association said: “Warm greetings to the oldest ICS officer Shri VK Rao ICS who turns 103 today on July 15. #Amazing #ICS #IAS #Salute #Respect”. Midnapore in undivided Bengal presidency before getting into ICS in his second attempt. Among other things, he handled issues related to Great Bengal famine of 1943 and communal violence of pre-Independence and partition days.
After India attained independence in 1947, Rao got a transfer to the then Madras Presidency. He was the district collector of Visakhapatnam which was then a part of Madras. Later, he was allotted the Andhra Pradesh cadre when the new state was carved out of Madras presidency.
He was also posted in the erstwhile Planning Commission of India which two years ago got converted into NITI Aayog. He also became the chief secretary of Andhra Pradesh and then the adviser to Governor when Andhra Pradesh witnessed President’s rule in 1973.
Post-retirement, he was appointed as vigilance commissioner of Andhra Pradesh. Between 1981 ad 1982, he served as principal secretary to the then President of India N Sanjeeva Reddy.
