THE government on Wednesday issued an office memorandum stating in clear terms that the desk allowance given to desk officers belonging to Central Secretariat Service (CSS) is no longer available. “Desk Allowance stands abolished”, said the OM with the subject titled “Implementation of government’s decision on the recommendations of the Seventh Central Pay Commission- Abolishing Desk Allowance - Reg”. The OM reads as follows:
“Consequent upon the decisions taken by the government on the recommendations of the Seventh Central Pay Commission, it is stated that Desk Allowance stands abolished. These orders shall take effect from 1st July, 2017”.
Desk Allowance was granted to desk officers in CSS and other HQ services at a rate of Rs 900 per month. No demands were received regarding this allowance by the 7th Central Commission when representations were received from various services and on various demands. The 7th CPC report said: “This allowance is virtually non-existent since 2010 and there are very few instances of its payment now. Besides no valid justification has been provided in support of this allowance. Thus, it is recommended that Desk Allowance should be abolished”.
Meanwhile, consequent upon the decision taken by the government on the recommendations made by the 7th Central Pay Commission for providing extra benefits to women employees with disabilities especially when they have young children and children with disability, the government decided that women with disabilities would be paid Rs 3000 per month as special allowance for child care. “The allowance shall be payable from the time of the child's birth till the child is two years old…It shall be payable for a maximum of two eldest surviving children…Disability means a person having a minimum disability of 40% as elaborated in ministry of welfare's notification No. 16-18/97-NLI dated 1.6.2001 and amended from time to time”, the DoPT order dated August 16, 2017, said.
These orders shall be effective from July 1, 2017.
