3 IAS — T Jacob, Smita Nagaraj and Nikhilesh Jha — elevated as special secretary; More about them

THREE IAS officers of 1984 batch — T Jacob of Tamil Nadu cadre, Ms Smita Nagaraj, also of Tamil Nadu cadre and Nikhilesh Jha of Manipur cadre — were on Monday appointed as special secretary in the rank and pay of union secretary. According to the order issued on Monday, their posts would be upgraded in-situ as they were also empaneled as secretary-equivalent. special secretary ranked officer. Jacob, originally belonging to Kerala, is an electrical engineer-turned IAS. He has also a post-graduation degree in international management. He served as joint secretary and additional secretary in the DoPT before moving to UPSC as its secretary in April this year. He had one more innings in DoPT between 2001 and 2006, first as director and then as joint secretary. He will retire in May next year. 
Also, Ms Smita Nagaraj who is currently the Director General, Acquisition, under the ministry of defence, will get the rank of a special secretary. Ms Nagaraj belongs to Delhi, and has masters in political science and diploma in mass communications. In early 2000s, she first worked in DoPT and then in the cabinet secretariat. She will retire in September, 2018. 

Further, Manipur cadre IAS Nikhilesh Jha, who has been serving as additional secretary and financial adviser in the ministry of consumer affairs, food and public distribution, will now the get the rank of additional secretary. Originally belonging to Bihar, Jha did his M.Phil in chemistry before getting into IAS. He is also an MBA. A former additional chief secretary of Manipur, Jha also served as mission director of Ganga mission under the ministry of water resources, river development and Ganga rejuvenation. He has also served as Chief Vigilance Officer in CPWD, New Delhi, and joint secretary in the ministry of science and technology. Jha will retire in February next year.
