1 late IAS empanelment, 2 extensions for IAS, elevation for 3 senior scientists and more…

JC Ramthanga, 1989 batch Manipur care IAS, on Monday, was empaneled as Government of India joint secretary or equivalent — clearly a late empanelment of any IAS officer. Most of the 2000 batch IAS officers, i.e. whose who were junior to Ramthanga by 11 years in the service, were already empanelled as JS. Meanwhile, the Central deputation tenure of 1990 batch Tripura cadre IAS and joint secretary in the ministry of home affairs was on Friday extended for nine months upto June 29, 2018. Another IAS — Sudhanshu Pandey of 1987 batch (of Jammu and Kashmir cadre), currently a joint secretary in the department of commerce got an extension for…
three months beyond November 15, 2017. Meanwhile, Vishal Pal Singh, 2006 batch IRS (Customs and Central Excise) officer, has been appointed as deputy secretary in the ministry of power. And then, the Appointments Committee of the Cabinet last week approved the empanelment of 10 officers belonging to Indian Railway Accounts Service (IRAS) for the panel year 2017-18. Further, Ravjit Singh Arneja, an Indian Revenue Service (IT) officer, has been appointed as director (finance) in Indian Port Rail Corporation (IPRC) on a deputation basis.
In another appointment-related order, Sukhbir, a 1998 batch IP and TAFS officer (Indian Post and Telecommunication Accounts and Finance Service), was appointed as Controller of Aid Accounts and Audit (CAA and A) in the department of economic affairs (DEA), based on the recommendations of the UPSC, in Level 14 of the pay matrix as per the 7th CPC, on deputation basis, for a period of five years with effect from the date of his assumption of charge of the post, or until further orders, whichever is earlier.
Meanwhile, three scientists last week either got elevated or secured better postings, for which the ACC gave its nod.
First, the Appointments Committee of the Cabinet (ACC) approved the proposal for appointment of Dr Debashis Mitra, Scientist ‘G’ in National Centre for Cell Science (NCCS), Pune, as Director in Centre for DNA Fingerprinting and Diagnostics (CDFD), Hyderabad on deputation (including short term contract) basis. His appointment is for a period upto June 30, 2020, (i.e. till the age of his superannuation), or until further orders.
Secondly, Dr Sukanta Roy, principal scientist at NGRI, Hyderabad, presently on deputation as Scientist “F‟ in the ministry, has been elevated as Scientist “G” under the project “Deep Drilling in Koyna Intraplate Seismic Zone” of Maharashtra, in Level 14 of the Pay Matrix as per the 7th CPC, on direct recruitment basis.
Thirdly, the ACC has approved the proposal for appointment of Dr (Mrs) Kamaljit Ray, Scientist ‘F’, in IMD as Scientist ‘G’ (Atmospheric Sciences) in Level 14 of the Pay Matrix as per the 7th CPC, on direct recruitment basis.
