IN A unique move, the Central Vigilance Commission (CVC) has decided to engage IIM-Ahmedabad to develop Integrity Index of 25 government boards, agencies and PSUs which will eventually find a raking of these organisations in terms of integrity. public sector biggies like ONGC, IOC, NTPC, SAIL etc. down to the government ministries or agencies like the Indian Railways and Central Board of Direct Taxes (CBDT). In a statement issued on Wednesday, the CVC said, the concept of developing integrity index would eventually be rolled out across government departments and PSUs. But for now, it will be only for 25 entities. The integrity index will be based on bench-marking of internal processes and controls within an organisation as well as management of relationships and expectations of outside stakeholders. The main objectives for which the Integrity Index is to be established are:
a) Define what constitutes Integrity of public organisations
b) Identify the different factors of Integrity and their inter-linkages
c) Create an objective and reliable tool that can measure the performance of organisations along these above factors.
d) Validate the findings over a period of time to improve upon the robustness of the tool that measures Integrity.
e) Create an internal and external ecosystem that promotes working with integrity where public organisations lead the way.
