Government prematurely repatriates 2 officers back to Railways; orders say, the move is for “promotion”

THE government this week prematurely repatriated two railway officers back to their cadres in Indian Railways. The orders, however, mentioned it clearly that their premature repatriation was meant for facilitating them to avail promotion in Railways. For example, one of the officers — Tripti Gurha will now be the executive director, statistics and economics, in the Railway Board. Here are the orders of premature repatriation of two Indian Railway officers:

One order says, the government prematurely has repatriated Vinay Srivastava, a 1992 batch IRSME officer and private secretary to the minister of human resource development Prakash Javadekar back to his cadre on the “grounds of promotion”. IRSME means, Indian Railways Service of Mechanical Engineers. 

Srivastava was working as a director in the cabinet secretariat when he was roped in as the private secretary of Javadekar in July 2014 when the latter was the minister of state (independent charge) for information  and broadcasting. According to the original appointment, he would be with the minister for the remaining period of his central deputation i.e. upto April 30, 2018 or on co-terminus basis with the tenure of the minister. Later in 2016, he was shifted to the HRD ministry with Javadekar after a ministerial reshuffle.

The other premature repatriation was that of Tripti Gurha, a 1993 batch Indian Railway Traffic Service (IRTS) officer and director in the department of higher education. The government has now decided to prematurely repatriate her to the parent cadre — the ministry of railways “to avail benefit of promotion”. Back in April, 2013, she was appointed as director in the department of higher education in place of  K Damayanthi, a 1993 batch IAS.

Gurha, 50, will be the new executive director (statistics and economics) in the Railway Board.

In another development, the government has given its nod for inter cadre deputation of Dr Brahma Deo Ram Tiwari, a 2006 batch Assam cadre  IAS from Assam-Meghalaya cadre to Uttar Pradesh cadre for a period of three years.
