IN TWO cases, the government on Thursday empanelled officers belonging to Indian Revenue Service (Income-Tax) and Indian Legal Service for the years 2012-13 and 2013-14, saying their promotion would be on “notional basis”. In one case, the Appointments Committee of the Cabinet (ACC) on Thursday approved the empanelment of Tridev Mohan Das, Ms Rekha Vishnoi, Ms Bonani Ghosh and Rakesh Mohan for promotion to the grade of Chief Commissioner of Income-Tax (HAG scale) in the IRS-IT for the vacancy year 2013-14 on notional basis with effect from the date of promotion of their immediate juniors. the empanelment of Khetrabasi Biswal by including his name below “Dr Reeta Vasishta (Sl.No.01) and above Dr Mukulita Vijaywargiya (SI.No.02) in the panel for the year 2012-13”, for promotion to the grade of joint secretary and legislative counsel (Grade-I of Indian Legal Service) in the legislative department on notional basis with effect from May 10, 2013, i.e. the date of promotion of his immediate junior Dr Mukulita Vijaywargiya and on actual basis with effect from the date on which he had assumed charge of the post of joint secretary and legislative counsel against the panel year 2014-15.
In another development, the ACC has approved the proposal for appointment of AVM SP Wagle, to the post of Senior Captain/IG in Border Security Force (BSF) Air Wing, in Level 14 of the pay matrix as per 7th CPC, on deputation basis, for a period of three years. Also, the ACC gave its nod to the empanelment of Dr Dhaval Madhavrao Thorat for promotion to the Senior Administrative Grade in the public health specialist sub-cadre of Central Health Service (CHS) under the Dynamic Assured Career Progression (DACP) Scheme against the panel year 2015-16 with effect from the date from which he had completed the requisite residency period in that panel year, and until further orders.
